new_frame: boolSet to true to rebuild the display list.
The list will be rebuild using the last full payload received, the extension must patch in any subsequent updates onto this value.
properties: &'a mut DynamicPropertiesWebrender binding updates.
If no other extension and update handlers request a new frame these properties will be send to Webrender to update the current frame.
transaction: &'a mut TransactionThe transaction that will send the properties update.
