Builder for a chain of render and hit-test clips.
The builder is available in FrameBuilder::push_clips
.

Pushes the clip_rect
.
If clip_out
is true
only pixels outside the rect are visible. If hit_test
is true
the hit-test shapes
rendered inside render
are also clipped.
Note that hit-test will be generated if hit_test
or auto_hit_test
is true
.
